About this opportunity

Palm Beach County Purchasing Department is seeking vendors to provide window treatments, repair, replacement, and installation services on a term contract basis. The procurement involves the purchase and installation of horizontal and vertical louver blinds, shades, panel tracks, and motorized operators throughout Palm Beach County facilities. Qualified vendors must maintain commercial general liability insurance of $500,000 per occurrence, business auto liability insurance of $500,000 combined single limit, and workers' compensation insurance in accordance with Florida Statute Chapter 440. All personnel accessing critical facilities must pass a criminal history records check as required by Palm Beach County Code Sections 2-371 through 2-377. All products and materials must comply with NFPA 701 fire rating standards and include manufacturer warranties against defects in materials and workmanship. Individual projects shall not exceed $49,999, with projects equal to or exceeding $50,000 to be separately solicited through formal competitive sealed bid processes. Vendors must complete mandatory site inspections before submitting project quotations and are required to return quotations within five business days of receipt or be considered non-responsive.

The contract term is sixty months with an anticipated funding value of $90,000 over that period, and individual projects will be evaluated on a lowest-fixed-price basis. Small Business Enterprise (SBE) preference provisions allow certified SBE firms within ten percent of the lowest responsive bid to receive award consideration. The contract is partially funded by the U.S. Department of Transportation Federal Transit Administration, making Davis-Bacon requirements applicable to construction projects exceeding $2,000, drug and alcohol testing compliance required for operational service contracts, and Disadvantaged Business Enterprise participation opportunities available. Pre-qualification submission was required by February 13, 2014, at 2:00 p.m., with all pre-qualified vendors to be notified of individual projects on an as-needed basis. The solicitation establishes a pre-qualified vendor list that will be utilized for ongoing procurement of window treatment services across Palm Beach County facilities.
