About this opportunity
The State of Hawaii, Department of Land and Natural Resources, is soliciting bids for wildlife care and rehabilitation services on the island of Kauai, with proposals due October 6, 2026. The vendor must hold MBTA and State of Hawaii permits authorizing rehabilitation services and demonstrate at least 10 years of documented rehabilitation experience with Hawaii's State and Federally listed ESA and MBTA species—a gatekeeping qualification that significantly narrows the field.
The scope covers year-round facilities, utilities, and services for the care and rehabilitation of sick and injured native wildlife, including the Hawaiian bat (Lasiurus cinereus semotus) and migratory bird species including Wedge-tailed shearwater, Laysan albatross, and White-tailed tropicbird. The vendor must also provide wildlife educational outreach in concert with DLNR's Division of Forestry and Wildlife. The contract runs December 2026 through December 2027.
The vendor must submit an annual report by December 31, 2027 documenting rehabilitation outcomes, intake data, and geographic distribution of rehabbed birds. All applicable fees, taxes, and project-related costs must be included in the bid. The vendor must be HCE (Hawaii Compliance Evaluation) compliant to receive payment. Upon request, the vendor must provide permits, licenses, ESA and MBTA documentation, and employee resumes demonstrating relevant experience.
The contract is governed by Hawaii Revised Statutes Chapter 103D and the attached General Conditions document. Contractors are independent entities responsible for all personnel, licensing, permits, taxes, and insurance. The State retains broad termination rights, including suspension for up to 60 days or termination for default with 10 days' notice. Contractors must submit tax clearance certificates from Hawaii Department of Taxation and the IRS before commencing work. No estimated contract value is stated in the posting.
