About this opportunity

Jefferson County Housing Authority (d/b/a Foothills Regional Housing) is requesting proposals for architectural and engineering services for the Wildflower Ridge development project, with proposals due October 23, 2026 and questions due September 30, 2026.

The scope covers conceptual design, design development, construction documents, and construction administration for a 10.8-acre senior housing development at the corner of W. Ridge Road and Miller Street in Wheat Ridge, Colorado. The first phase will include 50 to 80 one- and two-bedroom apartments for residents aged 62 and older. The selected firm will manage consulting services including landscape architecture, MEP, structural and civil engineering, energy efficiency, low voltage, lighting design, and interior design. Design must comply with Section 504 and ADA accessibility standards and achieve compliance with one of the following green-building standards: Enterprise Green Communities, LEED, or National Green Building Standards. Additional requirements include EV-ready parking, energy use reporting, water-wise landscaping, and either a rooftop solar array or solar-ready design.

The contract period may extend up to five years. The project is funded primarily through 9% Low Income Housing Tax Credits from the Colorado Housing and Finance Authority, with LIHTC application scheduled for February 1, 2027 and anticipated financing closing and construction commencement in the second quarter of 2028. Conceptual design documents must be available by January 1, 2027 for contractor pricing and LIHTC submission. The Authority will award the contract on a best value basis, evaluating proposed fees, relevant experience, demonstrated project understanding, references, and qualifications. The Authority reserves the right to negotiate fees with the top-rated proposer and to reject any or all proposals.

Proposals must be submitted through Bidnet/Rocky Mountain e-Purchasing System. Interviews, if required, are scheduled for October 30, 2026, with anticipated selection by November 2, 2026. Responses to questions will be posted by October 2, 2026 at 5 p.m. The selected firm must provide current licensing, proof of insurance with minimum combined single limits of one million dollars per occurrence, and comply with E-Verify requirements. Weekly design meetings are expected from November 2026 through July 5, 2027.
