About this opportunity
The South Dakota Department of Agriculture and Natural Resources (DANR) is seeking qualified contractors to complete lead testing and remediation in schools through a Request for Proposal (RFP) under the Water Infrastructure Improvements for the Nation (WIIN) Act Grant. The primary objective is to select contractors with demonstrated background, experience, and capability to provide technical assistance for voluntary lead testing and remediation in South Dakota schools, specifically targeting schools in Huron and Wagner districts. Deliverables include developing comprehensive sampling plans, conducting water testing, managing data, performing public education, and executing necessary remediation services. Key evaluation criteria will assess the offeror's expertise, technical competence, project management techniques, past performance, and ability to meet schedules and cost control measures. The RFP requires contractors to submit proposals by August 30, 2024, with an anticipated award decision on September 6, 2024, and projected contract execution around September 20, 2024. All proposal inquiries must be directed to Mark McIntire via email, with a deadline for questions preceding the proposal submission date.
The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract opportunity appears open to qualified contractors with appropriate expertise in lead testing and school water infrastructure remediation. The total available budget for this project is $398,000, which must be expended by September 30, 2026, with potential for additional WIIN Act funds after that date. Offerors are permitted to submit multiple cost proposals, with the total cost not exceeding the available grant funding. No incumbent vendors are specifically mentioned in the documentation. The selected contractor will be responsible for identifying and working with a certified laboratory, developing sampling protocols, and coordinating with school districts to implement testing and potential remediation strategies. Proposals will be evaluated holistically, considering technical approach, methodology, experience, and cost as interconnected factors in selecting the most qualified contractor.
