About this opportunity
The Maryland State Highway Administration is requesting bids on installation of floor and wall coatings at the Salisbury Maintenance Shop's Brine Equipment Room under IFB WIBRCT26SB, with bids due November 25, 2025 at 1:00 p.m. and a question deadline of November 17, 2025 at 3:30 p.m. This procurement is designated as a Small Business Reserve (SBR), limiting award eligibility to businesses certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA), though the Procurement Officer may remove this designation if insufficient small business interest is demonstrated.
The scope encompasses surface preparation and installation of epoxy wall coatings meeting Sherwin Williams Pro Industrial High Performance Epoxy B67-200 specifications and epoxy floor coatings meeting Sherwin Williams Armorseal 650 SL/RC specifications in a room approximately 32 feet by 18 feet with 17-foot-high block walls. The contractor is responsible for all labor, equipment, vehicles, disposal, safety compliance, and cleanup. Work must be completed within six weeks of contract award without interference to winter operations.
Minimum qualifications require three years of continuous experience with similar coating installations, possession of own labor and equipment, SDAT registration in Maryland, and submission of at least one reference. Bidders must maintain Commercial General Liability insurance of $1 million combined single limit and Workers' Compensation insurance of $1 million per occurrence. The contract is a fixed-price award with a 90-day base period, with payment rendered as a lump sum upon project completion and acceptance.
Site visits may be scheduled by contacting Procurement Officer Jason Bratten no later than November 10, 2025. No pre-bid conference is scheduled. No federal funding is associated with this procurement, and travel will not be reimbursed. The contract will be awarded to the responsive and responsible bidder submitting the lowest total bid price.
