About this opportunity

The Oregon Department of Human Services Shared Services Office of Contracts and Procurement is requesting quotes for the purchase, installation, and one-year maintenance of whole-home nitrate filtration systems serving three residential sites in the Lower Umatilla Basin Groundwater Management Area under RFQ #S-10000-00016921, with quotes due May 26, 2026 at 3:00 p.m. Pacific Standard Time via OregonBuys.

The pilot program covers one single-family home, one multi-generational home, and one shared well system serving two to three homes, with potential locations in Boardman, Irrigon, Hermiston, and Umatilla in Morrow and Umatilla Counties. The scope is a complete turnkey solution: system design and sizing for each site, all equipment and materials, electrical and plumbing work, required permitting and coordination with local authorities, installation within 60 days of purchase order issuance, and maintenance and servicing for the full one-year contract term. Systems must reduce nitrate levels to 10 mg/L as nitrogen (EPA Maximum Contaminant Level standard), treating influent concentrations of at least 20 mg/L. The bidder is responsible for waste stream management through offsite hauling, contained storage, or other compliant disposal methods. All consumables, including filters and membranes, must be included for the full one-year period.

Pricing must be submitted on the provided quote sheet with line items for the whole-home nitrate filtration system and shipping and handling. Shipping is fully loaded FOB destination. Prices must remain firm for 90 days. The agency reserves the right to purchase additional goods up to $250,000 cumulatively and will award to the lowest responsive responsible bidder. Services commence by June 1, 2026. A W-9 form is required from the selected bidder prior to purchase order issuance.
