Active Colorado licensing and insurance are mandatory. Required coverage includes Commercial General Liability at $2 million, Automobile Liability at $1 million combined single limit, Umbrella Excess Liability at $1 million, and Worker's Compensation per Colorado statutory requirements.

Contractors must submit lump sum pricing for complete design, build, and installation, inclusive of all labor, materials, equipment, packaging, and freight. Liquidated damages of $400 per day apply for failure to meet the December 18, 2026, completion deadline. Evaluation criteria are total cost of ownership (50 points), compatibility with existing systems (10 points), contractor experience (10 points), deployment ease (10 points), ability to meet present and future needs (10 points), and completion timeline (10 points), with award based on business judgment rather than numerical scoring alone.
