About this opportunity
The South Dakota Department of Public Safety Wildland Fire Division is seeking qualified contractors to execute the Whitetail Ridge Fuels Reduction Project, a hazardous fuels reduction initiative targeting approximately 68.4 acres near Hermosa, South Dakota. The primary objective is to mitigate wildfire threats through strategic forest thinning, specifically focusing on removing ponderosa pine, spruce, cedar, and juniper trees 10-inches in diameter and smaller. Contractors will be responsible for comprehensive tree removal, including limbing and slash disposal through methods such as chipping, mulching, grinding, or piling and burning. The evaluation process will be multi-faceted, with weighted criteria including cost (25%), proposed performance methods (20%), personnel expertise (10%), contractor experience (10%), and biomass utilization (10%). Key procurement dates include a proposal due date of November 5, 2025, at 3:00 PM MST, with two mandatory site visits scheduled for October 23rd and 27th, 2025. Interested contractors must submit inquiries via email to Lane Ostenson at Lane.ostenson@state.sd.us, using the subject line "RFP # 25RFP17865", with no inquiries accepted after the specified deadline.
The solicitation appears open to multiple contractors, with the potential for multiple contract awards. While no specific set-aside designations or restrictions on vendor types were explicitly mentioned, the comprehensive evaluation process suggests a competitive selection approach. The contract term is initially two years, with potential one-year renewals, providing long-term project stability. Though a precise budget range was not specified in the provided documents, the project's scope suggests a substantial investment in wildfire prevention and forest management. The South Dakota Wildland Fire Division reserves the right to reject any or all proposals and to negotiate terms with the highest-ranked offeror, indicating flexibility in the procurement process. Potential contractors should demonstrate technical proficiency in forest management, fuels reduction techniques, and the ability to execute precise vegetation management strategies in a rural, forested environment.
