About this opportunity

The Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of the Division of Equipment, is issuing a Request for Bid (RFB 605 2000000407) for the procurement of ten units of wheeled leaf blowers to serve Elliott County and statewide operations. The solicitation requires new, heavy-duty wheeled leaf blowers with a minimum output of 2,800 cubic feet per minute (CFM) or 185 miles per hour (MPH), with the preferred model being the Billy Goat Force Blower F1802V or equivalent. All equipment must be delivered pre-serviced and in first-class operating condition, complete with operator's manuals, parts manuals, and service manuals, and must include a minimum one-year manufacturer's warranty against defective materials or workmanship. Delivery is required to the KYTC Division of Equipment Receiving Shop at 1239 Wilkinson Boulevard, Frankfort, Kentucky. The evaluation will be conducted on a "best value" basis, allocating 95 points to price (with the lowest bidder receiving maximum points and others scored proportionally) and 5 points to delivery time (with the best delivery schedule receiving maximum points). The bid submission deadline was February 11, 2020, at 10:00 AM Eastern Time, with a tentative award date of February 25, 2020. Questions regarding the solicitation were required to be submitted by January 30, 2020, at 4:00 PM, with Commonwealth responses posted by January 31, 2020.

Kentucky resident bidders are eligible for reciprocal preference under Kentucky Revised Statutes (KRS) 45A.490-494, and qualified vendors including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities receive preference scoring of 15 to 20 percent of maximum points. All bidders must submit sealed hard copy bids with original ink signatures; faxed or electronic submissions are not acceptable. Vendors must provide a notarized affidavit confirming compliance with Kentucky tax, unemployment insurance, and workers' compensation requirements, and foreign entities must provide proof of registration with the Kentucky Secretary of State. The initial master agreement contract is for one year from the award date, with options to extend for four additional one-year periods contingent upon written approval from both the vendor and the KYTC Division of Purchases. Pricing is quoted F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all shipping and freight charges; price increases are prohibited during the first twelve months and limited to one increase thereafter based on documented industry-wide price changes with thirty days' written notice. A one percent per day deduction from invoices applies for deliveries exceeding the contracted delivery date, unless delays result from factors beyond the vendor's control.
