About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting bids on Master Agreements for wheelchair accessible vehicles to serve all state agencies and political subdivisions including cities, counties, and school districts, with bids due September 4, 2026 at 1:30 p.m. ET. An addendum extended the deadline from September 2. Reciprocal preference for Kentucky resident bidders applies under KRS 45A.490–494, and qualified bidder preferences of 15–20 percent may apply to Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies for individuals with severe disabilities.
The scope covers new current model year wheelchair accessible vehicles across multiple body types (minivans, full-size vans, cab and chassis, shuttle buses, and full-size school buses) and fuel types (gasoline, hybrid, and E85). All vehicles must include air conditioning, automatic transmission, a third key/remote, and cruise control. Vendors indicate which body types and fuel types they are capable of providing; respondents are eligible for award regardless of the number of body types bid.
The Commonwealth reserves the right to award multiple contracts across different vehicle body types. No unit pricing is required at the Master Agreement level; pricing is established through a three-quote competitive process when agencies issue Delivery Orders, with agencies required to solicit quotes from a minimum of three awarded dealers. Delivery charges must be included in vehicle unit prices and quoted separately at Delivery Order time. Prices quoted F.O.B. Destination Freight Prepaid and Allowed must remain firm for 60 calendar days after bid due date. Price increases are prohibited during the first 12 months of the contract; thereafter, vendors may request increases based on industry-wide price changes with 30 days' written notice and supporting documentation. Price decreases must be reflected immediately.
The initial contract period is one year from award, with optional renewal for four additional two-year periods subject to written approval by all parties. Award is determined using a best value approach based on 100 measurable points: 75 points for variety of wheelchair body type configurations and 25 points for variety of fuel types offered. Electronic bid submission through the eProcurement system (Vendor Self Service at https://vss.ky.gov) is mandatory; paper bids are non-responsive. Pre-award submissions must include Revenue Form 10A100, proof of insurance (Commercial General Liability minimum $1,000,000 per occurrence/$2,000,000 aggregate and Automobile Liability Insurance minimum $1,000,000 combined single limit if applicable), Certificate of Authority for foreign entities, and required affidavits.
