About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids to establish master agreements for wheelchair accessible vehicles across multiple body types and fuel configurations, with bids due September 2, 2026 at 1:30 PM ET. Questions are due August 25, 2026, with the Commonwealth's response due August 26.
Kentucky resident bidders are eligible for reciprocal preference equal to preferences given by the nonresident bidder's home state. Qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations receive preference equal to 15 to 20 percent of maximum points.
The scope encompasses minivans, full-size vans, cab and chassis, shuttle buses, and full-size buses, each available with gasoline, hybrid, and E85 fuel options. All vehicles must include air conditioning, automatic transmission, a third key and remote, and cruise control. Bidders must specify available fuel types and body types in their responses. Award will be made by vehicle body type, with the Commonwealth intending to award multiple contracts.
The contract establishes an initial one-year term from award, with optional renewal periods of four additional two-year terms subject to written approval by all parties. Pricing shall be quoted F.O.B. Destination Freight Prepaid and Allowed; unit prices remain firm for the initial 12-month period. Price increases after 12 months may be requested based on industry-wide changes with 30 days' notice and supporting justification. Federal excise tax and Kentucky sales or use tax must be excluded.
Evaluation uses a best value approach with 100 total points: 75 points for wheelchair configuration variety (15 points each for the five body types) and 25 points for fuel type variety (15 points for gasoline, 5 points each for hybrid and E85). Commercial general liability insurance of $1 million per occurrence and $2 million aggregate is required, along with automobile liability insurance of $1 million combined single limit if applicable. Purchasing agencies must solicit quotes from a minimum of three awarded dealers before issuing delivery orders. All responses must be submitted electronically through the Kentucky eProcurement system.
