About this opportunity
The Wisconsin Department of Natural Resources (DNR) is soliciting bids for a comprehensive wetland restoration project located in Port Washington, Wisconsin, known as the Afterglow project. The procurement is authorized under sections 23.40 and 23.41 of Wisconsin Statutes and is specifically designed for environmental repair on a property owned by Glenogle LLC. The primary objective is to create a wetland mitigation site as part of the Wisconsin Agricultural Mitigation Bank (WAMB), which will enable agricultural producers to mitigate wetland impacts regulated by the Food Security Act of 1985. Contractors interested in this project must submit sealed bids by October 20, 2024, at 2:00 PM, with a mandatory 10% bid guarantee or bid bond. An optional pre-bid conference and site inspection is scheduled for October 3, 2024, at 10:00 AM, and all questions must be submitted in writing to Konrad Plachetta by October 11, 2024, at 4:30 PM. The DNR anticipates primary field work will occur between December 1, 2024, and February 28, 2025.
The procurement appears to be open to all qualified contractors without specific set-aside designations or restrictions for disadvantaged enterprises. The project is funded through a grant from the Natural Resources Conservation Service (NRCS) and will operate under NRCS authority, but is distinct from DNR's In-Lieu Fee or private mitigation bank programs. While no specific budget range is explicitly stated, the comprehensive nature of the wetland restoration suggests a substantial investment. Interested bidders must obtain contract documents electronically through the Wisconsin Bidders website by searching for keywords "Restoration", "Afterglow", or using the project number "25-480-20". Bids can be submitted via email to konrad.plachetta@wisconsin.gov or posted to the eSupplier website. The project will be awarded based on a comprehensive review of submitted bid documents, with the bid opening scheduled for October 25, 2024, at 3:00 PM.
