About this opportunity
Hillsborough County is issuing a sole-source procurement notice for installation and maintenance of Wet Well Wizard aeration systems across county lift stations and wet wells, with challenges to the intended award due by September 22, 2026. The procurement is restricted to Agora Water Solutions LLC under Section 3-205(2)(b) of the County's Procurement Policy because Agora is the sole provider and patent owner of the Wet Well Wizard systems required to maintain compatibility with the County's existing integrated wastewater infrastructure and is the only authorized provider of maintenance and repairs for currently installed systems.
The Wet Well Wizard systems reduce ragging, grease mat formation, and hydrogen sulfide gas while introducing dissolved oxygen into wastewater. Agora currently supplies aeration equipment to every lift station managed by the County. The contract covers 60 to 80 units annually over a five-year term (2027–2032), with the County reserving the right to extend the term, adjust scope, and increase the award amount accordingly.
The estimated total contract value is $5.371 million over five years. The proposed unit price is $13,350 per system, held flat across the entire term; freight is billed separately at actual cost. This price anchors to the original 2023 contract price of $10,600, escalated at 3.5 percent annually, with the fixed price representing the midpoint of the projected escalation curve, transferring cost escalation risk to the supplier. Annual expenditure will range from $801,000 to $1.068 million depending on volume ordered.
This notice of intent is not a request for competitive proposals. Contractors who believe they can provide the identified proprietary parts, goods, and services may submit challenges with clear and convincing information to support bona fide competition. The County will evaluate properly submitted challenges to determine whether to conduct a competitive solicitation. Absent valid challenges by the close date, an award will likely be made after September 22, 2026.
Opportunity text
Hillsborough County intends to recommend the award of a sole source procurement to Agora Water Solutions LLC for the installation of proprietary Wet Well Wizard aerator systems in upcoming County lift stations and wet wells for five (5) years at an estimated cost of $5,371,140.00. The systems reduce ragging, grease mat formation, and hydrogen sulfide gas while introducing dissolved oxygen into wastewater. Wet Well Wizards systems are currently in use in every lift station managed by the County. This procurement is being made in accordance with Section 3-205(2)(b) of the County's Procurement Policy as Agora Water Solutions LLC is the sole provider and patent owner of the Wet Well Wizard aerator systems needed to maintain compatibility within the County's existing integrated wastewater infrastructure and are the only provider of maintenance and repairs for the currently installed Wet Well Wizard systems that the new equipment will supplement. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified propriety parts, goods and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
