About this opportunity
The Westport Branch Green Infrastructure Project (2023PW0090) is a comprehensive stormwater management and green infrastructure initiative issued by Greene County, Missouri, with proposals due by September 18, 2025. The project encompasses three distinct sites involving extensive environmental engineering and landscaping work, including flood control basin enhancement, bioretention cell installation, and native plant restoration. At the primary site located at 2617 W Phelps St, contractors will perform excavation to increase detention basin storage volume, install a grass paver maintenance path, construct concrete flow diversion structures, and modify existing outlet infrastructure. The two additional sites along W College Rd and W Chestnut Expressway will involve bioretention cell construction with underdrain systems, stormwater pipe replacement, pretreatment structure installation, and retaining wall construction. A significant component of the project includes planting approximately 35,000 native plant plugs, with particular emphasis on ecological restoration and stormwater management. The project is partially financed through a $400,000 Environmental Protection Agency (EPA) 319 grant, indicating a federal environmental improvement focus.
The procurement appears open to qualified engineering and environmental construction firms with demonstrated capabilities in green infrastructure and stormwater management projects. While specific set-aside designations are not explicitly stated, the project's EPA funding suggests potential preference for environmentally focused contractors or those with sustainable design expertise. The comprehensive scope of work will require sophisticated civil engineering capabilities, including landscape design, hydraulic infrastructure modification, and native plant ecosystem restoration. Potential bidders should possess advanced technical capabilities in stormwater management, site grading, concrete infrastructure construction, and ecological restoration techniques. The project's estimated value is suggested by the $400,000 EPA grant, though total project costs may exceed this amount. Contractors will need to demonstrate expertise in complex environmental engineering projects, including detailed site preparation, infrastructure modification, and ecological plantings. Technical competence in hydraulic system design, native plant ecosystems, and sustainable stormwater management will be critical evaluation criteria for potential project awards.

SCOPE: This project consists of three project sites. Site 1 is located at 2617 W Phelps St. Work includes excavation site work to increase the storage volume of an existing flood control detention basin onto neighboring City-owned property and create pools for planting native plants. Work also includes installation of a grass paver maintenance path, installation of a concrete flow diversion structure, and modification of the existing concrete outlet structure will be modified. Sites 2 and 3 are located on the north and south sides of W College Rd where it intersects W Chestnut Expressway. These two sites include the installation of bioretention cells with underdrain systems. Site 2 includes grading, stormwater pipe replacement underneath W Mill St and installation of a pretreatment structure. Site 3 includes installation of a retaining wall and a concrete flow diversion structure. All three sites include installation of articulated concrete block mat. The project includes the planting of approximately 35,000 native plant plugs. The project is partially financed with the Environmental Protection Agency (EPA) 319 money in the value of $400,000.
