About this opportunity
The Westport Branch Green Infrastructure Project (2023PW0090) is a comprehensive stormwater management procurement issued by Greene County, Missouri, focusing on three distinct project sites designed to enhance flood control and environmental sustainability. The project involves extensive site work at 2617 W Phelps St, including excavation to increase detention basin storage volume, installation of a grass paver maintenance path, concrete flow diversion structure, and modification of existing outlet structures. Additionally, two sites along W College Rd and W Chestnut Expressway will feature bioretention cells with underdrain systems, stormwater pipe replacement, pretreatment structures, retaining walls, and concrete flow diversion infrastructure. A significant component of the project includes planting approximately 35,000 native plant plugs across these locations. The procurement is partially financed by a $400,000 Environmental Protection Agency (EPA) 319 grant, with proposals due by August 7, 2025, following the initial posting on July 8, 2025.
While specific set-aside designations are not explicitly detailed in the provided documentation, the project's environmental focus and EPA funding suggest potential preferences for contractors with demonstrated expertise in green infrastructure, stormwater management, and native ecosystem restoration. The project's complexity requires bidders to possess advanced civil engineering capabilities, landscape design skills, and experience with municipal infrastructure improvements. Contractors should be prepared to integrate multiple technical components, including site grading, specialized concrete work, stormwater management systems, and large-scale native plant installation. The total project budget appears to exceed the EPA's $400,000 contribution, indicating potential additional funding from Greene County or other municipal sources. Interested contractors should carefully review the technical specifications and be prepared to demonstrate comprehensive environmental engineering and construction management capabilities to successfully execute this multi-site green infrastructure initiative.
