About this opportunity

Carroll County, Maryland (for the Westminster District Court) is requesting bids on snow removal services for the grounds of Westminster District Court/Multi-Service Center, 101 N. Court Street, Westminster, Maryland, with proposals due November 7, 2026 and a three-year term commencing November 15, 2026 through April 30, 2027.

Bidders must demonstrate a minimum of three years of successful snow removal experience and provide references from comparable institutions. The scope requires comprehensive snow and ice removal from all parking areas and roadways at the facility, with response to notifications within two hours of contact and 24/7 availability through two designated supervisory personnel. Required equipment includes one four-wheel-drive vehicle with mounted snow plow and salt spreader, one front-end loader for snow disposal, and one dump truck equipped with salt spreader capabilities; track vehicles and non-rubber-tired equipment are prohibited.

Pricing is structured as flat hourly rates for each piece of equipment over the three-year term, with separate line items for the four-wheel-drive plow vehicle, dump truck, front-end loader, and snow blower/shoveling services. Three optional alternates allow bidding of chemical costs either per 100-pound bagged unit or per ton, plus hourly rates for additional labor with contractor-supplied snow blowers. Payment is issued only for verified hours of actual equipment operation as documented by on-site security or the Maintenance Supervisor; payment ceases immediately upon equipment stoppage. Award will be made to the responsive and responsible bidder submitting the lowest combined hourly rate for all base bid equipment items.

The contractor is responsible for locating and securing dumping sites, obtaining necessary local jurisdiction approvals for access road plowing, and bearing full liability for damage to state or private property. Invoices must be submitted within 30 days of service. Maryland law governs the contract, and the State retains termination rights for non-appropriation, default, or convenience. A site visit is scheduled to allow bidders to inspect the facility. Bidders must complete and submit a Bid/Proposal Affidavit certifying compliance with Maryland nondiscrimination, drug-free workplace, financial disclosure, and tax compliance requirements.
