About this opportunity
The Commonwealth of Kentucky, Cabinet for Health and Family Services, Department for Behavioral Health, Developmental and Intellectual Disabilities is requesting proposals for podiatry services at Western State Hospital and Western State Nursing Facility in Hopkinsville, RFP 2600000497, with proposals due September 4, 2026 at 2:00 PM and written questions due August 11.
Contractors must be qualified podiatrists or Advanced Practice Registered Nurses with podiatry expertise. The scope includes fungal nail infection treatment, corn and callus management, ingrown toenail care, diabetic foot care, and toenail maintenance. Service frequency is limited to a maximum of one day per month for the 144-bed Western State Nursing Facility and two days per month for the 175-bed Western State Hospital, including at least one all-day clinic monthly at the hospital. Contractors must provide telephone consultation availability Monday through Friday, 8 AM to 5 PM EST, and maintain medical records and progress notes in MediTech. Contractors may bid on either or both facilities; CHFS retains sole discretion in determining which contractor to engage for any service request if multiple contracts are awarded. There is no guaranteed minimum caseload or hours; service hours are based on facility needs.
All-inclusive hourly rates must be submitted on the cost proposal form with no separate reimbursement for travel or training. Contractors must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability / Malpractice insurance ($1 million per claim / $3 million aggregate), and Automobile Liability insurance ($1 million combined single limit) if applicable. All personnel must pass criminal background checks, ten-panel drug screening plus Oxycodone, TB testing, CPR certification, and OIG LEIE exclusion verification prior to work commencement. A Business Associate Agreement compliant with HIPAA and the HITECH Act is required.
Evaluation uses a 1,300-point scale: technical proposals (700 points), cost proposals (400 points), and optional oral presentations (up to 200 points). Proposals scoring below 420 points on technical evaluation may be eliminated. The anticipated contract term is October 22, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.
