About this opportunity
The Commonwealth of Kentucky, Cabinet for Health and Family Services, Department for Behavioral Health, Developmental and Intellectual Disabilities is issuing a Request for Proposal (RFP 729 2600000133) to procure podiatry services for Western State Hospital and Western State Nursing Facility in Hopkinsville, Kentucky. The solicitation seeks a licensed podiatrist with a minimum of three years of experience to deliver on-site clinical services including fungal nail infection treatment, corn and callus removal, ingrown toenail care, toenail clipping and debridement, diabetic foot care evaluation, medication prescription, and medical record documentation. The contractor must provide a maximum of three days of service per month, including one all-day clinic monthly, with telephone consultation availability Monday through Friday from 8 AM to 5 PM EST. The anticipated contract term is from July 1, 2026, through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods. Written questions are due by March 30, 2026, with proposals due by April 20, 2026, at 2:00 PM Eastern Time. Evaluation criteria are weighted as follows: technical evaluation at 600 points, cost proposal at 400 points, and oral presentations (if required) at up to 200 points, for a maximum of 1,200 points, with proposals scoring fewer than 360 points on technical evaluation subject to elimination from consideration.
Qualified respondents must provide proof of a current Kentucky podiatry license, malpractice insurance with minimum limits of $1,000,000 per claim and $3,000,000 aggregate, commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, criminal record checks, PPD/TB testing, CPR certification if required, and a ten-panel drug test including Oxycodone. The cost proposal must include an all-inclusive hourly rate for podiatry services, with no separate travel or training cost reimbursement permitted. The contractor must provide their own medical equipment and work under the direction of the facility's Medical Director. There is no guarantee of minimum caseload or work hours, as service utilization will be based on facility needs. Proposals must be submitted electronically through the Kentucky Contractor Self Service System (VSS) with technical and cost proposals submitted under separate sealed covers, and the contract is not effective until approved by the Secretary of the Finance and Administration Cabinet and filed with the Legislative Research Commission's Government Contract Review Committee. No specific budget range or award value has been disclosed in the available documentation.
