No set-aside or small business participation requirements apply.

The scope includes design, permitting, construction, commissioning, training, and handover of an elevated new Main Electrical Building, new Deep Injection Well electrical buildings, elevated outdoor enclosure for diesel emergency generators, demolition of existing buildings, stormwater enhancements, powerline relocation, and electrical and instrumentation improvements. The Design-Build Entity must be licensed as a Florida General Contractor and must demonstrate substantially completed experience with at least one new or complete rehabilitation of a Main Electrical Building in an industrial or municipal facility with a minimum contract value of $7 million within the last ten years. The Design-Build Entity must also be certified under Florida Statutes 489.119 for contracting and either F.S. 471.023 for engineering or F.S. 481.219 for architecture. Bonding capacity of at least $20 million is required. Acceptable safety metrics include an Experience Modification Rate not greater than 1.0, a five-year average OSHA Total Recordable Incident Rate less than 3.4, a five-year average OSHA Days Away, Restricted or Transferred rate less than 2.1, and a five-year average OSHA Days Away from Work Case rate less than 1.0.

The estimated project budget is $20 million over a five-year contract term, fully funded through the Resilient Florida Grant Program administered by the Florida Department of Environmental Protection. The contract uses a Guaranteed Maximum Price structure. Proposals must include GSA Form SF 330, qualifications documentation, reference forms with at least three references, resumes for five key design staff and eight key construction staff, and an organization chart. Selection is based on qualifications under the Consultants' Competitive Negotiation Act, with short-list development and oral interviews. Only one firm will be selected.
