About this opportunity

The Municipality of Kingston, in cooperation with the Luzerne County Office of Community Development, is soliciting sealed bids for the West Union Street Community Development Block Grant Paving Project, a public works construction contract encompassing full-width milling of existing bituminous concrete roadways, placement of bituminous concrete wearing courses, and all incidental work including manhole adjustments, pavement markings, concrete curb and sidewalk removal and replacement, and traffic signal loop detector installation on South Maple Street and Lackawanna Lane. The project requires approximately 26 feet of roadway width with 2 inches of milling depth and 1.5 inches of new wearing course application using PG 64-22 Superpave asphalt mixture, with all work to be performed under a single prime contract on a lump sum and unit price basis. Bids must be submitted online through the PennBid Program (https://pennbid.bonfirehub.com) no later than 12:00 p.m. local time on April 1, 2026, with public bid opening and reading at Verdantas Engineering (613 Baltimore Drive, Suite 300, Wilkes-Barre, PA 18702-7903) on that same date, and formal consideration at the Municipality of Kingston Council meeting on Monday, April 6, 2026, at 7:00 p.m. at 500 Wyoming Avenue, Kingston, PA 18704. Each bid must include bid security equal to 10 percent of the maximum bid price and all required forms, statements, affidavits, and certifications as listed in Article 7 of the bid form, including non-collusion affidavits, equal employment opportunity certifications, workers' compensation acceptances, and nondiscrimination clauses. The successful contractor must achieve substantial completion by June 15, 2026, and final completion by June 30, 2026, with liquidated damages assessed at $250 per day for delays beyond these dates, and must comply with Davis-Bacon and Related Acts prevailing wage requirements as established by the Secretary of Labor and with all federal requirements including environmental, civil rights, and accessibility regulations. No pre-bid conference has been scheduled, and all bidding documents are available at no cost through the PennBid Program.

The project is financed entirely by a Federal Community Development Block Grant administered by the Commonwealth of Pennsylvania Department of Community and Economic Development through the Luzerne County Office of Community Development, making this a federally-funded procurement subject to prevailing wage and labor standards compliance under 29 CFR Part 3. The contract includes an asphalt price adjustment special provision based on monthly PennDOT Asphalt Cement Price Index fluctuations, applicable only to asphalt cement with a $500 cumulative threshold, allowing for cost adjustments based on material price volatility. The successful bidder must furnish both performance and payment bonds, each in an amount equal to the contract price, and the contractor is responsible for utility locating and marking through the Pennsylvania One-Call System (1-800-242-1776) and direct contact with utilities not listed on plans, to be completed 3 to 10 working days prior to work commencement. The Municipality retains the right to reject any or all bids and waive informalities, and bids will be held for up to 60 days before contract award for purposes of reviewing bids and investigating bidder qualifications. No specific budget range or award value is listed in the available documentation, though the project scope and detailed specifications are provided in the bidding documents available through PennBid.
