About this opportunity
The City of Sylvester, Georgia is requesting statements of qualifications from GDOT-approved engineering design consulting firms to provide design services for the West Street and West Lee Street Streetscape project (GDOT PI# 0018358, RFQ-PW-22-05), with initial statements due June 2, 2022 at 2:00 p.m. and questions due May 25, 2022. Eligibility is restricted to prime consultants prequalified by Georgia Department of Transportation in Area Classes 3.01 (Two-Lane or Multi-lane Rural Roadway Design) and 3.02 (Two-Lane or Multi-lane Urban Roadway Design).
The scope encompasses comprehensive engineering design services for approximately 5,200 linear feet of streetscape improvements along West Street from the Sylvester City Limit to South Livingston Street and 1,100 linear feet along West Lee Street from Sutton Street to Frances Street. Deliverables include concept development, field surveys, environmental documentation, preliminary and final construction plans, hydraulic and hydrological studies, utility coordination, and right-of-way planning. The overall team must include GDOT-prequalified members across nine additional area classes: Traffic Analysis, Landscape Architecture Design, Utilities Coordination, Land Surveying, Hazardous Waste Site Assessment, Construction Engineering and Supervision, and Erosion Control.
The contract is structured as Cost Plus Fixed Fee with the amount to be determined through negotiations with the City. The award will be a single multi-phase, project-specific contract extending through successful completion of the Preliminary Engineering phase, potentially including construction phase services. Proposed milestones span Preliminary Engineering Notice to Proceed in FY 22 through Let to Construction in FY 28. No DBE participation goal has been assigned to the Preliminary Engineering phase, though DBE participation is encouraged.
The selection process consists of two phases: Phase I evaluates experience, qualifications, resources, and workload capacity; Phase II requests technical approaches and past performance from three to five shortlisted finalists. Four firms advanced to Phase I finalists: Keck & Wood, Inc., Cranston Engineering Group, P.C., Wood PLC, and W&A Engineering. The City reserves the right to reject any submissions or terminate negotiations with the highest-scoring finalist if satisfactory terms cannot be reached.
