About this opportunity
The Orange Water and Sewer Authority (OWASA) is seeking sealed bids for the West Rosemary Street Water Line Replacement project (CIP No. 275-95) located in Carrboro, North Carolina. The procurement involves comprehensive water and sewer infrastructure replacement, specifically including approximately 3,100 linear feet of 12-inch restrained joint polywrapped ductile iron water line, 210 linear feet of 8-inch ductile iron water main, and 180 linear feet of 6-inch ductile iron water line along West Rosemary Street. The project scope encompasses abandoning and removing approximately 1,140 linear feet of existing water lines, replacing 440 linear feet of sanitary sewer, and installing temporary and permanent water services. Sealed bids will be received until 2:00 P.M. on Wednesday, June 11, 2025, with a mandatory pre-bid conference scheduled for Thursday, May 29, 2025, at 3:00 P.M. Bidders must be licensed under Chapter 87 of the North Carolina General Statutes and are required to submit a 5% bid bond or certified/cashier's check with their proposal.
The contract has established a minimum 10% participation goal for minority businesses in the total project value, signaling a commitment to diversity in contracting. Bidders will need to demonstrate compliance with this requirement and show capability in municipal water and sewer infrastructure replacement. The project requires substantial completion within 510 consecutive calendar days and final completion within 540 consecutive calendar days from the Notice to Proceed. Contract documents will be available electronically beginning May 12, 2025, and can be obtained by emailing kmattingly@mckimcreed.com. Bids will remain irrevocable for 90 calendar days after opening, and OWASA reserves the right to accept or reject any bids. While a specific budget range is not explicitly stated, the project is funded through the local municipal water and sewer authority, indicating a significant municipal infrastructure investment focused on replacing aging water and sewer infrastructure in the Carrboro area.
