About this opportunity
West Pittston Borough is soliciting sealed bids for a comprehensive Sanitary and Storm Sewer Separation Project located in Luzerne County, Pennsylvania. The project involves the installation of approximately 1,422 linear feet of new sanitary sewer and 5,265 linear feet of new storm sewer across multiple streets including Wyoming Avenue, Mercer Street, Pacific Street, Baltimore Avenue, 2nd Street, 3rd Street, 4th Street, and Atlantic Avenue. Bids will be received online via the PennBid Program until 10:30 A.M. local time on August 1, 2025, with electronic bid opening and tabulation results to be publicly posted shortly thereafter. The procurement is for a single prime contract with unit price-based bidding, and all bidding documents are available at no cost on the Bonfire PennBid hub. Project funding is derived from two sources: an American Rescue Plan Act (ARPA) grant from Luzerne County and a COVID-19 ARPA H2O PA grant from the Commonwealth of Pennsylvania. Additionally, the project requires compliance with Pennsylvania Prevailing Wage Rates and includes restoration work for pavement, curbs, and sidewalks.
The contract includes specific requirements for bidder qualifications and performance guarantees. Successful bidders must provide both a Performance Bond and a Labor and Material Payment Bond, each equal to the full Contract Price. The project mandates non-discrimination in employment, ensuring equal opportunities regardless of race, religion, color, handicap, national origin, age, or sex. Bidders must adhere to Labor Standards, Wage Determination, and Anti-Kickback regulations as specified in the contract documents. While no pre-bid conference is scheduled, contractors should carefully review the attached project documents, including the Project Manual, Construction Plans, and any issued addendums. The project's scope suggests a significant infrastructure improvement initiative aimed at modernizing the borough's sewer system, with potential substantial investment in municipal infrastructure renewal. Though specific budget ranges are not explicitly stated, the multi-source grant funding and extensive sewer replacement indicate a potentially substantial project value.
