About this opportunity

West Nantmeal Township in Chester County, Pennsylvania is soliciting competitive bids for road repairs on Yoder Road (T-513) through electronic submission via the PennBid program. The project scope encompasses application of a leveling course for drainage improvements and a double chip seal coat across approximately 6,550 linear feet of roadway (full 18-foot pavement width) from the intersection of SR-401 to the Turnpike emergency access gate east of Heathrow Drive, utilizing PennDOT-approved materials and meeting all current PennDOT Publication 408 Standards. Bidders must submit proposals by 1:00 PM on April 10, 2026, with bids opening immediately thereafter; a pre-bid meeting is scheduled for March 25, 2026 at 2:00 PM at the township building, and site visits are encouraged and may be coordinated through the Engineer. Qualified bidders must demonstrate completion of at least three similar contracts within the past five years at 85 percent or greater of the proposed contract amount. The successful contractor must commence work on or after July 20, 2026 and achieve substantial completion by July 3, 2026 and final completion by July 17, 2026, with liquidated damages of $500 per day after substantial completion and $100 per day after final completion. All proposals require submission with a certified check or bid bond equal to 10 percent of the bid amount payable to West Nantmeal Township, with the apparent low bidder required to provide the original check within three days of opening. The township reserves the right to waive informalities and reject any or all bids, and bids may not be withdrawn or modified for 60 days following the bid receipt date without written consent.

No set-aside designations or restrictions limiting bidder eligibility to specific organization types or disadvantaged enterprises are identified in the procurement documents. The successful contractor must furnish performance and payment bonds each equal to 100 percent of the contract price and a maintenance bond equal to 25 percent of the final contract price within ten days of award. Comprehensive insurance requirements mandate workers' compensation coverage, general liability of $2,000,000 per occurrence, automobile liability of $1,000,000 per accident, and contractual liability of $2,000,000, with West Nantmeal Township named as additional insured. No incumbent vendors, current contractors, or existing infrastructure integration requirements are referenced in the available documentation. The contract structure utilizes unit pricing as detailed in the PennDOT MS-944 Attachment 1, with estimated quantities subject to change; specific budget ranges or award values are not disclosed in the summary materials provided.
