About this opportunity

The Oregon Department of Fish and Wildlife is requesting bids for juniper re-treatment services at the West Murray area near the Phillip W. Schneider Wildlife Area in Dayville, Oregon, with bids due August 19, 2026 at 2:00 p.m. Pacific Time. This is an intermediate procurement under OAR 125-047-0270; the agency will not accept protests. Oregon Small Business Enterprise (OSBE) bidders receive a 10 percent preference in evaluation, and Oregon goods and services receive a 10 percent price reduction for evaluation purposes.

The scope involves felling juniper seedlings using handheld power saws, hand loppers, hand saws, or axes to restore mule deer winter range at specified treatment areas identified on the provided site map. All stumps must remain no higher than 12 inches above ground with all live branches removed. Additional work includes dislodging trees lodged in leave trees, keeping fences clear of cut trees, protecting marked trees and property markers, and minimizing soil disturbance. Contractors must comply with Oregon Department of Forestry fire restrictions and use recyclable products to the maximum extent economically feasible. Work commences approximately September 1, 2026, with completion required by June 1, 2027. Pricing is structured on a per-acre basis; contractors must identify total acreage they can complete and corresponding total cost.

Bidders must demonstrate possession of chainsaws and hand loppers and provide three references from similar projects performed within the last five years. Contractors must maintain Commercial General Liability Insurance of not less than $1 million per occurrence and $2 million annual aggregate, Automobile Liability Insurance with combined single limits of not less than $1 million, and Workers' Compensation Insurance as required by Oregon law. Questions and clarifications are due August 14, 2026. Prospective bidders may tour the worksite between August 6–13, 2026, 8:00 a.m. to 5:00 p.m. by contacting Dan Somers. Notice of Intent to Award is anticipated August 28, 2026. Award will be made to the lowest responsible bidder whose bid substantially complies with all requirements. Addendum 1 was posted August 5, 2026.
