About this opportunity

Palm Beach County Facilities Development and Operations Department is requesting sealed quotes and bids for sidewalk and asphalt repair at the West County Senior Center (2916 S.R. 15 and 38673 James Wheeler Way, Belle Glade, Florida) under Project P-2025-000058, with bids due September 10, 2026, at 2:00 p.m. The bid due date was extended from August 27 by Addendum One. A mandatory pre-bid meeting is scheduled for August 5, 2026, at 10:00 a.m. at the West County Senior Center parking lot. An SBE price preference applies — a certified SBE bid within 10 percent of the lowest non-SBE bid receives the award under the County's Affirmative Procurement Initiatives.

Contractors must furnish all labor, materials, equipment, permits, and supervision to replace sidewalks and asphalt under the Annual Contract — Asphalt, Pavers & Pathway. Work must be performed in accordance with Florida Building Code, FDOT standards, and ADA requirements, including minimum 3,000 psi concrete for sidewalks, broom-finished surfaces, ADA traction pads where required, proper utility identification and de-mucking, root management, fill and grading, wheel stop replacement, parking lot striping per FDOT specifications, temporary traffic control, and restoration of damaged landscaping and irrigation. The project is classified turnkey. Substantial completion is required within 300 calendar days from Notice to Proceed; liquidated damages accrue at $120 per day for failure to meet this deadline.

Bidders must submit pricing for a Base Bid (locations in Exhibits 1 and 2) and an Alternate Bid (Base Bid locations plus additional parking lot area in Exhibit 3), with the County retaining discretion to award based on either option. Bid security is required for bids of $200,000 or more, set at five percent of the bid price. Successful bidders must furnish a Public Construction Bond equal to 100 percent of the work order amount within 14 calendar days of notification.

Contractors must be qualified under the Annual Contract; qualification applications are due at least 10 days prior to the bid due date. All bidders must submit Small Business Development Program schedules documenting subcontractor participation, including Schedule 1 (proposed subcontractors and SBE participation percentage) and Schedule 2 (letters of intent from subcontractors). Sealed bids are submitted to the Capital Improvements Division at 2633 Vista Parkway, West Palm Beach, Florida 33411.
