About this opportunity
The City of Wheat Ridge, Colorado is seeking a qualified consulting firm to provide professional services for the West 38th Avenue Refresh Project, located between Wadsworth Boulevard and Sheridan Boulevard. The procurement is a Request for Proposals (RFP) targeting professional services to prepare street concepts with a comprehensive scope of work including traffic analysis, preliminary design, public information, and drainage analysis. Proposers must submit detailed information about their firm, team members, and project approach, with proposals limited to 12 pages and due by October 24, 2025, at 2:00 pm Mountain Time. A mandatory pre-proposal meeting is scheduled for October 10, 2025, via Microsoft Teams. The evaluation criteria will be weighted across five categories: firm capabilities (20%), scope of submission (15%), project approach and timeline (20%), implementation effectiveness (20%), and fee estimate (25%). The city anticipates making a contract award in December 2025, with a project start date in late January 2026, focusing on enhancing the 38th Avenue corridor through placemaking, safety, and connectivity improvements.
The City of Wheat Ridge encourages participation from diverse businesses and has specific requirements for contractor qualifications. Under the Keep Jobs in Colorado Act, 80% of labor must be Colorado-based, demonstrating a commitment to local economic development. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the city reserves the right to negotiate with the highest-ranked firm and may make multiple awards if deemed in the best interest of the City. The contract may include automatic renewals if performance is acceptable and pricing remains consistent, with the city reserving the right to terminate or rebid annually. The project is funded through recently approved 2J sales tax extensions for critical public infrastructure projects, though the exact budget is not specified in the documents. Invoicing will follow a structured process, with payments processed electronically and invoices required by December 20th to be processed in the same fiscal year. The procurement emphasizes a Best Value approach, seeking a comprehensive and effective solution for the 38th Avenue corridor refresh.
