About this opportunity
The Colorado Department of Public Safety, Purchasing and Contracts Unit, is soliciting on behalf of the Colorado State Patrol for wellness and stress injury prevention services under DQ RBAA 2027*115, with quotes due October 7, 2026 at 2:00 PM Mountain Standard Time. Service-Disabled Veteran-Owned Small Business (SDVOSB) respondents certified by the U.S. Small Business Administration and registered in Colorado receive a 3 percent price preference.
The scope is a proactive physiological monitoring and coaching platform serving up to 60 law enforcement personnel through June 30, 2027. Deliverables include approved wearable devices (Garmin, OURA, or WHOOP), continuous biometric monitoring (sleep duration, heart rate variability, resting heart rate, recovery metrics), access to the COYA platform for wellness guidance, individual coaching services focused on sleep optimization and stress management, and ongoing accountability support tailored to law enforcement operational demands. The contractor must demonstrate experience working with first responders, law enforcement agencies, military organizations, or other high-stress occupational populations and must maintain a secure, confidential platform protecting participant privacy. Onboarding, implementation support, technical assistance, and trained coaching staff in stress management, recovery, and behavioral change practices are required. Periodic aggregate, de-identified reporting to CSP Wellness Program leadership is required to evaluate program effectiveness.
Pricing is submitted on a cost-per-member basis for each service component—wearable device, biometric monitoring, individualized coaching, and ongoing support services—plus any one-time fees for setup or implementation. Proposed pricing must remain firm during the contract term and include all fees associated with service delivery. The State reserves the right to award to multiple vendors and to add natural extensions of the scope throughout the contract term. Price and cost are the primary evaluation consideration, with sample quality and lead time for delivery as additional factors. The estimated award date is October 9, 2026, with a desired contract start in October 2026. Quotes must be submitted via email in PDF format to Jen Harris at cdps_edo_bids@state.co.us with subject line indicating respondent name and solicitation number. The awarded respondent must provide proof of good standing with the Colorado Secretary of State and insurance documentation before contract execution.
