About this opportunity
The Virginia Department of Health is soliciting bids for well installation and well abandonment services at a property in Lynchburg, Virginia (Bedford County), with proposals due June 23, 2026. Award priority is available for DSBSD-certified micro and small businesses, including women-owned and minority-owned businesses.
The scope includes constructing a Class III(B) private water well with a minimum of 50 feet of casing and grout, tree removal and site clearing, installation of well pump and plumbing systems in coordination with licensed subcontractors, well disinfection, water quality testing, abandonment of the existing well, erosion and sediment control, and submission of completion reports to the Bedford County Health Department. The contractor must comply with Virginia Private Well Regulations, Virginia Department of Environmental Quality well construction and abandonment permits, and Virginia Code Title 54.1-1100 contractor licensure requirements (Class A, B, or C depending on project scope and cost).
Bidding is structured on an average cost per foot basis for 150 feet of estimated depth, with pricing consisting of a detailed line-item bid covering mobilization, setup, and all itemized costs. The contractor is paid only for actual depth drilled as verified by inspection records. Any depth beyond 150 feet requires a separate per-foot line item and prior written approval from the Virginia Department of Health. Bids submitted for depths materially over or under 150 feet will not be accepted.
The contractor must hold Water Well System Provider Certification from the Virginia Department of Professional and Occupational Regulations, provide proof of insurance (minimum $1,000,000 Commercial General Liability per occurrence; $2,000,000 aggregate), and submit subcontractor names and licensure information within four weeks of contract signing or two weeks before work starts, whichever occurs sooner. All invoicing must follow completion of work and issuance of a Record of Inspection by the local health department. The contractor warrants all materials and workmanship for one year from final acceptance. The Commonwealth retains the right to terminate without cause upon 60 days written notice.
