About this opportunity

Caroline County, Virginia is requesting bids for well installation and well abandonment services under WIIN24-02_W&WA, with proposals due June 5, 2026. The work is funded under the American Rescue Plan Act (ARPA), which imposes compliance obligations on subrecipients regarding conflicts of interest, audit accessibility, equipment management, and quarterly reporting of construction progress, labor documentation for projects exceeding $10 million, NPDES permit numbers, and PWS ID numbers.

Contractors must hold Virginia water well system professional licensure and comply with Virginia Department of Environmental Quality (DEQ) regulations governing well construction and abandonment. The scope includes site assessment, permitting coordination, drilling operations, well construction to specified depths, installation of monitoring equipment, and abandonment procedures including well sealing and site restoration. Contractors must obtain necessary permits, coordinate with DEQ throughout execution, submit as-built drawings and water quality testing results for each well, and prevent groundwater contamination through proper sealing and closure techniques.

The contract documents impose standard Virginia General Terms and Conditions (effective July 1, 2025) and Construction Terms and Conditions. All bidders must register in the eVA e-procurement system and pay vendor transaction fees (1 percent capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses). Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence and $2 million in aggregate, and automobile liability of $1 million combined single limit where applicable. The contractor must maintain a competent superintendent on-site at all times, comply with all Virginia laws and Title 54.1 licensing requirements, and guarantee all work against defects for one year from final acceptance. The owner reserves the right to terminate for convenience at any time without cause, compensating only for work performed and reasonable demobilization costs.

DSBSD-certified small business set-asides may apply. Questions are due five working days before the proposal deadline.
