About this opportunity

Pender County is requesting proposals for pressure-filter installation at five groundwater wellhouses along the US-17 corridor in Scotts Hill and Hampstead, North Carolina, with proposals due June 25, 2026 at 2:00 p.m. The scope is a turnkey installation of iron-removal filtration systems with associated piping, valves, controls, and media at five named well locations (Scotts Hill, Hampstead/Topsail, Hoover, Kiwanis, and Annex), including disinfection, testing, and startup; construction will proceed sequentially, one wellhouse at a time.

The county encourages responses from disadvantaged business enterprises, minority-owned businesses, and women-owned businesses, though no set-aside is stated. Proposers must demonstrate qualifications and experience with similar projects, preferably in North Carolina, supported by three to five references. The submission must include a detailed work plan with implementation timeframes and a comprehensive fee schedule broken down by the five well locations with fixed and/or variable costs and total completion price.

Evaluation is weighted toward cost and price structure (45 percent), references and prior performance (25 percent), and experience with similar contracts on time and within budget (15 percent), with completeness and demonstrated competence at 15 percent. Proposals must be submitted in bound hard copy and electronically and remain valid for acceptance for at least ninety days from submission. Required attachments include a W-9 form, certificate of insurance documenting professional liability coverage, the completed proposal form, a certification regarding suspension and debarment, and a non-collusion affidavit.

Questions are due June 19, 2026 at 2:00 p.m. Interviews, if needed, are scheduled for June 26, 2026, with Board of Commissioners meeting and anticipated award on July 13, 2026. The contract will include a termination clause allowing the county to terminate immediately with cause or with ninety days' written notice without cause. The county reserves the right to reject any or all proposals, interview finalists, or negotiate with competing proposers.

Opportunity text

Pender County seeks proposals from qualified firms and individuals to install pressure filters at five (5) well locations for the purpose of providing treatment for iron removal. Pender County Utilities has constructed five (5) groundwater wellhouses along the US-17 corridor in Scotts Hill and Hampstead that provide potable water to residents and businesses in the area. Iron and hydrogen sulfide in the groundwater has resulted in customer complaints. Pender County Utilities intends to install a pressure filter system at each wellhouse with associated piping, valves, controls, and media. Pender County is seeking a qualified contractor for a turnkey installation that includes disinfection, testing, and startup of each system. The work will be completed sequentially so that construction is only occurring at one wellhouse at a time.
