About this opportunity

The City of Groton, Connecticut, Department of Utilities is requesting proposals for well drilling services to install two permanent water quality monitor wells along Route 214 (Stoddards Wharf Road) in Ledyard, Connecticut, with sealed proposals due October 19, 2026 at 2:00 p.m. at 295 Meridian Street, Groton.

The scope requires drilling two groundwater monitor wells to approximately 45 feet deep using hollow stem augers, with 2-inch PVC casing and screen, 10-foot screen sections, media sand, bentonite seals, and steel protective casings extending 3 to 4 feet above ground with lockable covers. Standard penetration test samples must be collected at 5-foot intervals with written logs and soil testing results. Work must be completed by December 31, 2026. All permits, licenses, federal and state regulations (including OSHA), and environmental compliance requirements fall to the contractor.

Selection will be based on lowest responsible and responsive bid combined with evaluation criteria: contractor experience with similar work, documented ability to perform upon contract execution, demonstrated financial capacity, seven years in business, proposed pricing, environmental compliance records, performance guarantees, and vehicle inspection and safety records. The contractor must provide a Performance Bond and Payment Bond each equal to 100 percent of the contract price; carry comprehensive General Liability ($1,000,000 per claim / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Worker's Compensation, and Umbrella coverage ($5,000,000 minimum); and maintain City of Groton as an additional insured. All proposal preparation costs are the contractor's responsibility. Inquiries must be submitted in writing by October 7, 2026 to Dominic Jengo, Purchasing Agent, at jengod@cityofgroton-ct.gov. Three original sets of physical proposals are required; email submissions are not accepted. The pre-proposal conference is waived, but site visits are available for prospective bidders.
