About this opportunity
The City of St. Peters is requesting bids from a Missouri-licensed well installer for plugging and abandonment of Alluvial Well No. 7, a public drinking water supply well, with sealed bids due September 9, 2026 at 2:00 p.m. local time. Questions must be submitted by noon on September 2, 2026.
A Missouri well-installer license is a hard eligibility requirement. The contractor must be enrolled in a federal work authorization program (E-Verify or equivalent) and provide documentation with the bid submission.
The scope is plugging and abandonment of the well in accordance with Section L specifications and 10 CSR 23-3.110 regulations. Work must commence within seven calendar days of the Notice to Proceed and be completed within 90 calendar days; liquidated damages are assessed at $100 per day for delays beyond contract time. All employees must complete a ten-hour OSHA construction safety program within 60 days of beginning work, with penalties of $2,500 plus $100 per day per employee for non-compliance.
The project total exceeds $75,000, triggering prevailing wage requirements. A Performance Bond and Payment Bond, each in the amount of the full contract value, are required for awards of $50,000 or greater. Insurance requirements include Workers' Compensation, General Liability with minimum limits of $1 million per occurrence and $2 million aggregate, Business Automobile Liability, and Umbrella/Excess Liability of $1 million.
Bidders must submit one original and one copy of the bid proposal (Sections C and T), provide three project references, disclose any prior prevailing wage or Davis Bacon Act violations, and list all proposed subcontractors with their wage violation history. The City reserves the right to reject any and all bids and accept the lowest responsible bidder submitting a responsive bid most advantageous to the City.
