About this opportunity

Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB #22-050/SM) for comprehensive welding services on a term contract basis, with a bid submission deadline of March 31, 2022, at 4:00 p.m. EST to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199. The solicitation is organized into three geographically defined lots: Lot #1 covering countywide services excluding the Glades area (2,000 hours annual estimated for mobile welding and 8,000 hours for in-shop services), Lot #2 covering the Glades area (1,000 hours annual estimated for mobile welding and 2,000 hours for in-shop services), and Lot #3 covering airports airside operations only (1,000 hours annual estimated for mobile welding services). The scope of work encompasses arc welding, Heliarc welding, acetylene welding and cutting, aluminum frequency welding, machining, and fabrication services for all alloys including stainless steel, aluminum, steel, and hard surfaces, with mobile welding capabilities requiring a minimum of three equipped service trucks operational from 7:00 a.m. to 5:00 p.m. Monday through Friday. Qualified bidders must hold current Florida welding certifications, provide three professional references, submit evidence of equipment and facilities, and maintain Commercial General Liability Insurance of $500,000 (Lots #1 and #2) or $5,000,000 (Lot #3), plus Business Auto Liability Insurance at corresponding limits and Workers' Compensation coverage. Pricing shall be submitted as firm hourly rates for standard service hours and overtime rates at 1.5 times the standard rate, with parts and materials billed at the bidder's cost plus shipping not to exceed the bidder's most favored customer pricing or current market price, whichever is lower. The successful bidder will be awarded an initial twelve-month term contract with the option to renew for four additional twelve-month periods.

The solicitation includes a Small Business Enterprise (SBE) Price Preference provision whereby certified SBE bids within ten percent of the lowest non-SBE bid will receive award consideration at their bid price. A local preference of five percent is available for bidders with permanent places of business in Palm Beach County or the Glades area. All responsive bids must include completed Small/Minority/Women Business Enterprise (S/M/WBE) participation schedules, drug-free workplace certification, criminal history record check acknowledgment, and business location certification. No incumbent vendors or current contractors are identified in the solicitation documents. The contract does not appear to involve integration with existing infrastructure or technology, as services will be delivered through the contractor's mobile welding trucks and in-shop facility. Specific budget ranges or award values are not provided in the solicitation; however, the estimated annual service hours (Lot #1: 10,000 hours; Lot #2: 3,000 hours; Lot #3: 1,000 hours) across all three lots provide bidders with a baseline for calculating potential contract values based on their proposed hourly rates.
