About this opportunity
Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB) #20-020/KP on December 26, 2019, with a submission deadline of February 6, 2020, at 4:00 p.m. local time, to establish a term contract for comprehensive welding services across three geographically defined lots. The procurement encompasses mobile welding services, in-shop welding services, and specialized welding capabilities including arc welding, heliarc welding, acetylene welding and cutting, heliarc frequency aluminum welding, and machining and fabrication. Lot #1 covers countywide services excluding the Glades area with estimated annual quantities of 2,000 hours for mobile welding and 8,000 hours for in-shop welding services; Lot #2 addresses the Glades area west of 20 Mile Bend with 1,000 hours for mobile welding and 2,000 hours for in-shop welding; and Lot #3 covers airport airside operations at PBIA, Lantana, North County, and Pahokee with 1,000 estimated annual hours for mobile welding services. Successful bidders must demonstrate qualifications through submission of three professional references with similar work experience within the past three years, evidence of current state licensure and certifications for welders in both steel and aluminum, a current Palm Beach County Business Tax Receipt, and maintain specified insurance coverage including Commercial General Liability Insurance at $500,000 per occurrence and Business Auto Liability Insurance at $500,000 combined single limit for Lots #1 and #2 or $1,000,000 for Lot #3. Compensation shall be based on firm, fixed hourly rates with standard rates for work performed between 7:00 a.m. and 5:00 p.m., Monday through Friday, excluding county holidays, and overtime rates at 1.5 times the standard hourly rate for work outside standard hours or on weekends, with no minimum order requirements and no additional compensation for travel time or mobilization costs.
The solicitation includes a Small Business Enterprise (SBE) Price Preference under the Affirmative Procurement Initiatives, whereby certified SBE bids within ten percent of the lowest non-small business bid shall receive award consideration at their bid price. The successful bidder shall be awarded an initial twelve-month contract with options to renew for four additional twelve-month periods, subject to mutual written agreement and Board appropriation of funds. All materials, equipment, and supplies necessary to perform services shall be provided at the successful bidder's expense. No incumbent vendors or existing infrastructure integration requirements were specified in the solicitation documentation. Award values are not explicitly stated in the procurement summary; however, compensation is structured on an hourly rate basis established at bid submission, with the contract operating as an as-needed service arrangement with estimated annual hour quantities serving as planning benchmarks rather than guaranteed minimums.
