About this opportunity
The City of Tampa's Water Department is soliciting bids for as-needed welding and fabrication services for water vaults and related infrastructure, with bids due July 31, 2026 under ITB 26-P-00401. This is a sheltered-market procurement for Small Local Business Enterprises (SLBEs): certified SLBE vendors receive a 5% bid discount, capped at $10,000, applied during bid evaluation.
The scope covers portable and shop welding services, metal cutting, fabrication, and repairs on existing water infrastructure, primarily black-iron steel work. Services will be performed on an as-needed basis at various locations throughout Tampa and must include on-site mobile welding capabilities, meter box lid repairs and replacements, grinding, fitting, and related fabrication work. Bidders must provide comprehensive costs inclusive of all supplies, labor, and transportation.
The estimated contract value is $70,000. The initial contract term is one year from the effective date of award, with options for three additional one-year renewal periods by mutual written agreement or unilateral extension by the City for up to three additional 30-day periods. Bid pricing shall remain firm for the initial 12-month period; annual price escalation or de-escalation thereafter is permitted but may not exceed the previous 12-month percentage change in the Consumer Price Index for All Urban Consumers (CPI-U).
Award will be made to the lowest responsive, responsible bidder on an aggregate or line-item basis at the City's discretion. Prior to award, the successful bidder must be registered to transact business in Florida and furnish proof within ten days of notification. All awardees must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate minimum), Automobile Liability ($500,000 to $1 million depending on contract value), and Worker's Compensation as required by Florida law, with the City named as additional insured on all liability policies. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal. Six certified SLBE vendors have been identified on the contact list: E & I Mechanical, LLC; First Site Solution LLC; Global Mechanical USA Inc; Hernandez Machine Shop, LLC; S&L Building Solutions, LLC; and Waterproofing Experts, Inc.
