About this opportunity

South Puget Sound Community College is procuring a specialized cultural art installation through a sole source procurement from Andrea Wilbur-Sigo, a Squaxin Island Tribe artist. The project involves creating two 12-foot welcome figures for the college campus, with specific design requirements including woven skirts in blue and white or blue and light gray color schemes. The artist will not only carve the figures but also be responsible for guiding the installation process, providing advice on base plate installation, and maintaining a comprehensive photo log of the project. The procurement is specifically for the Thurston County jurisdiction in Washington state, with a project timeline spanning from March 2025 to January 2026. The key deliverables include the two carved welcome figures, on-site installation guidance, a maintenance documentation sheet, and project photographs. The procurement is being conducted as a sole source contract due to the artist's unique cultural expertise and qualifications, with the due date for the project set for April 30, 2025.

The contract appears to be specifically targeted to a Native American artist from the Squaxin Island Tribe, with no explicit set-aside designations for disadvantaged enterprises mentioned. The procurement is uniquely positioned as a cultural representation project, emphasizing community engagement and indigenous artistic expression. The total project budget is $120,000, to be paid in three installments of $40,000 each, with additional expenses for materials including $20,000 for cedar, $2,000 for mount design consultation, $1,000 for paint and supplies, and $1,500 for insurance. The artist will retain intellectual property rights while granting the college usage rights for project documentation and imagery. The purchase order indicates the project will be administered through South Puget Sound Community College, with Richard Ruiz serving as the primary contact, and the final delivery location being the college's address at 2011 Mottman Rd SW, Olympia, WA 98512.
