About this opportunity
The Community Police Commission (CPC), a City of Cleveland agency within Cuyahoga County, Ohio, is requesting proposals for website redesign and modernization services for clecpc.org, with proposals due July 16, 2026 at 4:00 p.m. and vendor questions due July 6, 2026. A 10% Cleveland Area Small Business (CSB) subcontractor participation goal applies; proposers must demonstrate good-faith efforts to utilize certified Minority Business Enterprises (MBEs) and Female Business Enterprises (FBEs), and all certified subcontractors must be registered with the City's Certification and Compliance Monitoring System prior to bid opening.
The scope includes redesign and development of a user-friendly, accessible, and visually engaging public website with improved navigation, modern visual design, a searchable document library, an organized archive of reports and meeting materials, mobile responsiveness, ADA compliance, and a content management system allowing CPC staff to update content without technical assistance. The website must strengthen transparency, improve access to public information, and support community engagement.
Compensation is based on hourly billing rates or fixed price according to personnel support category and approved reimbursable expenses negotiated during contract execution. Monthly invoices are due by the 30th calendar day following service delivery and must include detailed documentation of hours, activities, timesheets, and receipts. The contract term extends through completion and approval of all work; the City reserves the right to cancel at any time upon written notice.
The contractor must maintain Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate, Professional Liability insurance of $1 million, and Cyber Liability insurance of $1 million to $5 million depending on data access levels. Proposals must include completed Office of Equal Opportunity (OEO) schedules, Federal Form W-9, a Non-Competitive Bid Contract Statement for 2026, and Northern Ireland Fair Employment Practices Disclosure. Evaluation occurs in two phases: Phase 1 screens responsiveness, minimum qualifications, technical compliance, vendor capability, OEO compliance, and cost compliance (100 points total); Phase 2 evaluates project understanding, technical methodology, team qualifications, past performance, and cost.
Submissions are made electronically through the City of Cleveland's OpenGov Procurement Portal.
