About this opportunity
The South Dakota Governor's Office of Economic Development (GOED) is seeking professional services for a comprehensive website development and maintenance project through Request for Proposal RFP# 25RFP14857. The procurement aims to select a single agency with extensive experience in website development, with a preference for expertise in economic development marketing. Key deliverables include developing a modern, responsive website with intuitive business information access, social media integration, interactive economic development tools, and full compliance with web accessibility standards. Proposals are due by May 12, 2025, at 5:00 PM CST, with a contract term spanning from June 15, 2025, to June 30, 2028. The evaluation process will be conducted by the Bureau of Information and Telecommunications (BIT), which must approve all IT-related purchases. Proposal assessment will focus on specialized expertise, technical competence, resources, past performance, project management techniques, and cost. All written questions must be submitted via email to lexie.warejcka@state.sd.us by the specified deadline, with responses distributed to all interested parties.
The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current website is hosted by Development Counsellors International, who are permitted to submit a proposal as the incumbent vendor. The state requires vendors to propose a non-PHP-based content management system that meets BIT's technical and security standards, with mandatory integration of Microsoft Power BI and ESRI tools. While a specific budget is not disclosed, the agency encourages comprehensive and competitive proposals and will evaluate them using a weighted scoring system that includes factors such as specialized expertise (15%), local availability (15%), project familiarity (15%), project management techniques (15%), and cost (15%). The project is expected to take approximately eight months from kickoff to launch, with GOED providing existing content, images, and videos while expecting vendors to assist with formatting, structuring, and content optimization. A basic translation widget is desired to enhance accessibility for potential international users, though full multilingual support is not required.
