About this opportunity
The Commonwealth of Kentucky Transportation Cabinet (KYTC) Division of Maintenance is issuing an Addendum #1 to its Request for Proposal (RFP 605 2600000172) for comprehensive weather forecasting services covering the fiscal year period July 1, 2026 through June 30, 2028, with two optional two-year renewal periods extending through June 30, 2032. The procurement seeks a qualified vendor to provide personal service weather forecasting support for KYTC maintenance operations and activities serving all 124 Kentucky garage locations. Required deliverables include a minimum of six daily forecast updates at specified times (12:00 AM, 4:00 AM, 8:00 AM, 12:00 PM, 4:00 PM, and 8:00 PM) in both graphical and tabular formats accessible via internet and mobile platforms using modern data formats such as JSON or CSV. The vendor must provide county-level forecasts with hourly values for air temperature, dew point, precipitation probability and type, precipitation rate, snowfall and ice accumulation, wind direction and speed, wind gust speed, and road and bridge surface temperatures and frost probabilities, along with future radar with looping precipitation mapping. Additional requirements include email and text message alert capabilities for up to 120 supervisors and 36 district managers, live communication capabilities with maintenance personnel, on-call severe weather support, integration with KYTC's Google Cloud-based real-time data system, and training for department personnel. Qualified vendors must demonstrate prior experience providing similar services to other state transportation agencies, understanding of Kentucky weather patterns and Midwest/Southeast meteorology, and familiarity with maintenance operation requirements. Proposals are due electronically through the Kentucky Vendor Self Service system by 2:00 PM EST on January 9, 2026, with written questions due by 4:00 PM EST on December 15, 2025. A 30-calendar-day trial period for testing online and app versions is scheduled from January 10, 2026 through February 20, 2026. Evaluation will be conducted on a maximum of 1,000 points, comprised of 500 points for technical merit (including 125 points for understanding Kentucky weather patterns, 125 points for communication capabilities, 100 points for prior state government experience, 100 points for online product ease of use, and 50 points for value-added components), 400 points for cost proposal (where the lowest price receives maximum points), and up to 100 points for oral presentations if the Commonwealth invites the top three vendors for demonstrations.
The RFP does not specify any set-aside designations or restrictions limiting responses to particular categories of organizations such as disadvantaged enterprises, women-owned businesses, or minority-owned firms. All qualified vendors meeting the technical and experience requirements are eligible to respond. No incumbent vendor or current contractor is identified in the solicitation materials. The vendor must integrate with KYTC's existing Google Cloud-based real-time data system and provide data in modern formats compatible with this infrastructure. Successful vendors must maintain Professional Liability Insurance (Error & Omissions) with minimum limits of $1,000,000 per claim and Kentucky workers' compensation insurance, with certificates of insurance provided within ten days of notice of intent to award. Vendors must comply with all applicable Kentucky statutes including nondiscrimination requirements under KRS 45.560 to 45.640, conflict of interest laws, campaign finance restrictions, and the Equal Employment Opportunity Act. The RFP does not specify a fixed contract value or minimum funding amount; pricing will be submitted on a monthly basis with annual costs calculated by multiplying the monthly rate by twelve. All proposals must remain valid for a minimum of six months after the proposal due date of January 9, 2026. Questions and inquiries should be directed to Allan Coldiron, Purchasing Branch Manager, at 502-782-3981 or Allan.Coldiron@ky.gov.
