About this opportunity

The California Department of Highway Patrol is requesting bids for comprehensive weapons firing range services at the CHP Santa Rosa Area Office under IFB 26C360003, with bids due August 11, 2026 at 10:00 a.m. Small/Micro Business and Nonprofit Veteran Service Agency preferences of up to 5 percent are available; a Disabled Veteran Business Enterprise incentive is optional since the DVBE participation requirement has been waived. The cumulative adjustment from all preferences and incentives cannot exceed 10 percent or $100,000, whichever is less.

The scope encompasses range operations, maintenance, safety oversight, and related support activities for an estimated 75 shooters per month. Bidders must possess a local business license, demonstrate sound business integrity and past contractual compliance, and provide proof of required liability insurance prior to agreement execution. All personnel assigned to the contract are subject to a driver license check before facility access is authorized.

The contract term runs from January 1, 2027 through December 21, 2029 (three years initial), with CHP reserving the right to extend subject to satisfactory performance, funding availability, and Department of General Services approval. Award will be made to the responsive and responsible firm offering the lowest bid after adjustments for applicable preferences and incentives. Written questions are due August 4, 2026 at 10:00 a.m. Bid opening is scheduled for August 11, 2026 at 10:15 a.m. Bids must be received at the CHP Business Services Section, Contract Services Unit in Sacramento; late bids will not be considered. No walk-through or bidders conference is scheduled. Bidders must complete all required attachments including certification forms, bidder declarations, client references, and conflict of interest statements; unsigned or materially incomplete bids are subject to rejection.
