About this opportunity
San Bernardino County is requesting proposals for a four-year lease of an integrated Weapons Detection System and Visitor Management System on behalf of Arrowhead Regional Medical Center (ARMC), with proposals due November 12, 2026 at 12:00 p.m. Pacific Time and a mandatory site walk on October 22, 2026.
The scope spans twelve entrances across the hospital campus and four off-site family health centers, with deployment to the Main Lobby, Outpatient Care, Emergency Department, Medical Office Building, Ambulance Bay, and Behavioral Health facilities. The weapons detection system must detect concealed firearms, knives, and metallic and non-metallic threat objects using artificial intelligence and machine learning; provide real-time visual threat location indication; and sustain a screening rate of 3,000 people per hour. The visitor management system must support electronic registration, ID scanning, multilingual badge printing, watchlist screening, HIPAA compliance, integration with ARMC's Epic electronic health record system, and offline operation capability. All hardware, software, licenses, technical support, training, and maintenance are included. The proposer must provide comprehensive help desk support, preventive and corrective maintenance, emergency repairs, software and firmware updates, and a four-year warranty covering all components. Installation, training, and implementation must complete within four to six weeks. Proposers must have local representatives available for service and demonstrate compliance with ADA accessibility standards and NFPA fire egress requirements.
Evaluation criteria (weighted): qualifications and experience (10%), technical review (35%), cost/revenue (40%), references (5%), and interview/presentation/demonstration (10%). The contract term is four years with an optional lease-to-own component for the weapons detection system. Questions are due October 29, 2026. A mandatory presentation and demonstration will be held in December 2026 for proposals passing initial review, with tentative contract award in January 2027. Proposers must register with San Bernardino County's Electronic Procurement Network (ePro) prior to submission or face disqualification. Proposals remain valid for nine months.
