About this opportunity

The Wisconsin Department of Veterans Affairs (WDVA), through Consolidated Agency Purchasing Services (CAPS), is seeking bids for management and operational services for the Wisconsin Veterans Home at Chippewa Falls (WVH-CF), a skilled nursing facility. The procurement targets a comprehensive management contract for a 72-bed facility designed with a "neighborhood concept" featuring two neighborhoods with two households of 18 beds each. The facility is a 78,000 square foot single-story structure, and the selected contractor will be responsible for full operational management of the facility. The Request for Bid (RFB) was posted on March 26, 2025, with responses due by April 23, 2025. Key objectives include providing high-quality veteran care, maintaining facility infrastructure, and ensuring efficient operational processes. While specific evaluation criteria are not explicitly detailed in the provided document, the contract will be awarded based on the proposal deemed most advantageous to the state. The procurement is specifically for the Chippewa Falls facility and does not include the other Wisconsin Veterans Homes located in King and Union Grove.

No specific set-aside designations or restrictions on respondent types were mentioned in the provided contract opportunity description. The procurement appears open to qualified management and operational service providers with expertise in skilled nursing home administration. No incumbent vendor information was disclosed, and no specific budget range or award value was stated in the document. The contract will likely involve managing a comprehensive skilled nursing environment for veterans, requiring demonstrated capabilities in healthcare facility management, staff coordination, resident care, and operational efficiency. The facility's "neighborhood concept" suggests a need for bidders with innovative approaches to elder care and veteran-specific service delivery. Integration requirements would presumably include maintaining the existing facility infrastructure and potentially existing operational protocols of the Wisconsin Veterans Homes system.
