About this opportunity
The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) for the WB St Clair Weigh Station Reconstruction project in Franklin County, seeking a qualified vendor to provide and install one multi-platform static scale for commercial motor vehicle law enforcement applications. The scale must meet specific technical requirements, including NTEP Class IIIL certification, NIST Handbook 44 compliance, and a minimum gross weighing capacity of 200,000 pounds across three weighing platforms (20', 30', and 60'). The contractor will be responsible for comprehensive scale design, foundation construction, installation, calibration, and certification with the Missouri Department of Agriculture. Bids are due on December 13, 2023, at 2:00 PM CST, with site inspections available Monday through Thursday between 9:00 AM and 3:00 PM. The contract period runs from notice to proceed through April 21, 2024, and award will be made to the lowest responsive and responsible bidder. Evaluation criteria include technical specifications compliance, pricing, warranty provisions, and overall project capabilities.
The IFB encourages Minority Business Enterprise (MBE) participation at 10% and Women Business Enterprise (WBE) participation at 5%, though these are not mandatory requirements. Bidders must provide a 5% bid bond or equivalent security, with the successful vendor required to submit a 100% performance and payment bond. The project includes extensive warranty requirements, with 10-year coverage on weighbridge modules, hardware, and load cells, and 5-year coverage on weight indicators and remote displays. Liquidated damages of $500 per day will be assessed for late completion. The contract includes prevailing wage requirements based on Franklin County's Annual Wage Order, and vendors must maintain specified insurance coverage, including $4 million in general and automobile liability and workers' compensation insurance. While no specific incumbent vendor is mentioned, the project involves replacing an existing weigh station scale with a more advanced, multi-platform system designed to meet modern commercial vehicle enforcement needs.
