About this opportunity
The City of Milledgeville, Georgia is soliciting bids for a water infrastructure project (Bid No. 26-0002) involving water line installations in Barrow County. The procurement covers the construction of approximately 500 linear feet of 2-inch water line on West Montgomery Street and 1,150 linear feet of 8-inch water line on North Wayne Street. Specific project requirements include taps, valves, services, sidewalk replacement, and abandonment of existing water lines. Bidders must possess a State of Georgia Utility Contractor License and employ a state "Utility Manager" certificate holder. The bid proposals will be received at City Hall Council Chambers on September 16, 2025, at 11:30 AM, with a mandatory construction timeline of 180 consecutive calendar days. A mandatory bid bond drawn in favor of the City of Milledgeville is required for at least 5% of the total bid amount. Bidders must submit proposals on the provided form, with prices in words and figures, and no bid may be withdrawn for 90 days after the bid closing time.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders must obtain project plans and specifications from Turnipseed Engineers for a fee of $175, which includes a digital copy and one printed copy of the specifications. Successful bidders will be required to provide Performance and Payment Bonds equal to 100% of the contract amount. The City reserves the right to reject any or all bids and waive informalities. While specific budget ranges are not detailed in the documentation, the comprehensive nature of the water line installation, including infrastructure replacement, sidewalk work, and traffic control, suggests a significant capital investment. Potential vendors should carefully review the complete bid documentation and be prepared to demonstrate technical capability and financial stability to successfully complete this municipal infrastructure project.
