About this opportunity

The Texas Department of Transportation (TxDOT) is requesting offers for Wavetronix SmartSensor Matrix and Advance Detection systems and accessories under RFO 601330000047320, with responses due August 20, 2026. The procurement supports TxDOT's Houston District traffic detection infrastructure.

All systems must be manufactured in the USA with surface mount assembly compliant with IPC-A-610C Class 2 standards. The scope includes the SmartSensor Matrix (16-beam stop bar presence detector) and SmartSensor Advance (continuous tracking advance detector), along with mounting hardware and cables. Systems must meet FCC regulations, NEMA TS 2-2003 standards, and IEC 61000-4-5 lightning surge protection standards (Class 4). Awardees must provide comprehensive training (classroom and field-based instruction) and technical support services, including instructional guides, user guides, and quick-reference materials. A two-year warranty against material and workmanship defects from shipment is required.

Tie-breaker preferences are available under Texas Administrative Code Rule 34TAC 20.306 for Texas-produced supplies, USA-produced equipment, service-disabled veteran-owned businesses, recycled materials, energy-efficient products, and environmentally sensitive goods. Respondents must certify Texas Resident Bidder status if applicable and comply with Executive Order 13224 (terrorism financing and OFAC sanctions checks through sam.gov). Non-debarment certification and disclosure of former state executive involvement are mandatory. Respondents must complete and submit an Execution of Offer form, Texas Family Code Schedule (disclosing individuals or entities holding at least 25% ownership), Exceptions Schedule, and Assumptions Schedule with their bids.

All vendor responses must be submitted through the Euna Procurement platform (formerly Bonfire) at https://txdot.bonfirehub.com/. Vendors must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) with appropriate NIGP codes. The primary contact is Courtney Skains, CTCD, at Courtney.Skains@txdot.gov or 936-433-7129.
