About this opportunity
The City of Palm Coast is seeking proposals from Florida State Licensed General Contractors for the Waterfront Park Phase 2 project, a comprehensive site improvement initiative located at 150 Waterfront Park Road in Palm Coast, Florida. The procurement involves construction work that encompasses site clearing, grading, new vehicular parking lot development, site lighting installation, stormwater infrastructure, concrete sidewalk construction, and miscellaneous site amenities. Specific project deliverables include tree removal and installation, landscaping, and mandatory concrete and compaction testing. The project is partially funded by a grant from the Florida Inland Navigation District and will require strict adherence to grant requirements. Bidders must be Florida State Licensed General Contractors and must submit proposals by August 14, 2025. A comprehensive set of procurement documents, including the project manual, forms, permits, plans, and draft contract, are available for review across multiple attached files totaling approximately 30MB. Potential bidders should carefully review Addendum 1, 2, and 3, which may contain critical updates or modifications to the original solicitation.
While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be open to qualified general contractors meeting state licensing requirements. The procurement does not indicate specific restrictions for disadvantaged business enterprises or small business preferences. No incumbent vendors or existing contractors are mentioned in the documentation. The project involves site improvements at an existing Waterfront Park, suggesting potential integration with current municipal infrastructure. Although a precise budget range is not specified, the complexity of the project—involving parking expansion, site improvements, landscaping, and infrastructure work—suggests a substantial capital investment. The project's partial funding through the Florida Inland Navigation District grant implies potential budget constraints and specific financial management requirements. Interested contractors should thoroughly review the attached documentation, particularly the project manual and submission instructions, to understand the full scope of requirements and potential project valuation.
