The project is anticipated to be funded through the State of Connecticut Department of Housing and potentially other funding sources. Potential respondents should possess significant experience in multi-family affordable housing construction, demonstrated project management capabilities, and a thorough understanding of state and local construction regulations.
The contract includes specific set-aside requirements mandating that 25% of the state-funded portion must be allocated to Small Business Enterprises (SBE) certified by the Connecticut Department of Administrative Services (DAS), with an additional 6.25% reserved for Minority-, Women-, and/or Disabled-owned businesses (M/W/DisBE) also certified by DAS. These set-aside provisions are part of the state's contract compliance requirements, which also include non-discrimination statutes. While the total estimated contract value is not disclosed in the solicitation documents, the project represents a significant affordable housing development in New Haven County. The delivery terms are specified as Free On Board Destination, with payment terms to be determined by the vendor.
