About this opportunity

The County Commissioners of Carroll County, Maryland, are requesting proposals through the Division of Utilities, Department of Public Works, for water and wastewater inspection services under Bid Number 71-F-2-26/27. Questions are due November 18, 2026, and proposals are due December 2, 2026, at 10:30 a.m. EST. The eligibility filter is that every responding firm must have a full-time professional engineer registered in Maryland on staff.

Services cover resident inspection of various subdivision and site plan projects under Public Works Agreements with the County, performed within Carroll County. Inspection work must follow the latest revision of the Carroll County Design Manual Water and Sewer. Construction projects typically run ten to one hundred fifty days, though longer timelines are possible.

The initial term is one year beginning January 2027, with four additional one-year renewals at the County's sole discretion, pending fiscal availability and satisfactory performance. The County does not guarantee a minimum or maximum number of projects. The Financial Proposal requires burdened hourly rates for three positions: Professional Engineer, Supervisory Principal, and Resident Inspector, with printing and mileage as separate direct-expense line items. Evaluation allocates 80 percent weight to Technical Proposals and 20 percent to Financial Proposals, for a maximum score of 500 points.

Submissions must be separate PDF documents uploaded through the Public Purchase portal. The County may award to one or more of the highest-ranked firms, and written notice of award constitutes acceptance of the proposal. The successful firm must certify adequate liability insurance within seven days of award and may not begin work until the Office of Procurement receives the certificate. The County reserves the right to cancel the RFP, reject any or all proposals, waive minor technicalities, or competitively bid these services through a separate formal solicitation.
