About this opportunity
The Washington Suburban Sanitary Commission (WSSC) is requesting proposals for comprehensive water treatment services for HVAC systems and biosolids operations across eleven facilities, with proposals due August 3, 2026 and a non-mandatory pre-bid meeting on July 14 at 11:00 a.m. via Microsoft Teams.
Offerors must be actively engaged in water treatment services for a minimum of two years, employ water treatment technicians with at least three years of full-time experience, and maintain Maryland licensure as a water treatment services business. Safety qualification requires either an Experience Modification Rate below 1.0, a Total Recordable Incident Rate below 100% of industry average, or designation of a dedicated Safety Representative.
The scope includes chemical treatment and monitoring of cooling towers, closed systems, steam boilers, water softeners, and decorative fountains across facilities in Hyattsville, Brookeville, Laurel, Accokeek, Temple Hills, Gaithersburg, and other Maryland locations. The selected contractor will conduct an initial system inspection and submit an Initial Water Analysis Report within two weeks of contract notice, perform monthly water analysis reporting with minimum twenty-day intervals for HVAC equipment and weekly reporting for biosolids operations, and submit quarterly Legionella testing reports and semi-annual independent laboratory reports.
Pricing proposals must include fully burdened unit costs for all labor, supervision, overhead, chemicals, water treatment products, testing, reporting, profit, and travel to each facility, with no additional charges permitted. All unit costs remain firm for the entire contract duration, with annual price adjustments capped at a maximum of 10% per year and minimum decreases capped at 10% per year, subject to WSSC discretion and based on U.S. Bureau of Labor Statistics data.
Evaluation criteria are weighted as follows: Firm's Experience (40%), Key Personnel (35%), Technical Approach (10%), and Pricing (15%). The contractor must obtain Workers Compensation, Commercial General Liability ($1,000,000 per occurrence with $2,000,000 aggregate), Business Auto Liability ($1,000,000), Umbrella Liability ($1,000,000), and Pollution Liability ($1,000,000) insurance. All employees must pass background investigations and security clearance requirements apply for access to plans and drawings. Questions are due July 17 at 2:00 p.m.
